Seal Knowledge reduces the number of actions needed to cast genjutsu and ninjutsu, by an amount equal to the Action Modifier, but the minimum number of actions is always one.
Action Modifier = seal knowledge / 20
Seal Knowledge alters the chakra cost of jutsu at certain increments, and allows the character to use higher-ranking jutsu in general. Also, Seal Knowledge, at higher levels, grants the character the ability to create written seals. This is explained in more detail in the “Statistics” section.
Speed:
Speed grants the character the advantage of having additional actions in any given round of combat. It also allows the character to move additional meters within a single action.
All characters move at least 1 meter per action, regardless of their speed stat. All characters may spend 1 physical energy for an additional meter per action, up to 4 energy, and 5 total meters in one action. The effects of speed are explained in greater detail in both “Combat” and “Statistics”.
